Scottish Procurement Biomass Energy Supply Framework (Public Sector)

Scottish Procurement's national framework for Biomass (renewable heat) has been developed to heat public sector buildings across Scotland and will assist local authorities, registered social landlords (inc housing associations registered as social landlords under the Housing (Scotland) Act 2001), police, fire and the third sector in realising the opportunities presented by the Renewable Heat Incentive.

There are two separate frameworks:

1) Energy Supply Agreements

Running biomass heating systems can be more complicated than and carry some risks that don't apply to conventional fossil fuel systems. The Biomass Energy Supply Framework has been developed to reduce these associated risks and to simplify the switch to renewable heating.

Key details of the Energy Supply Agreements:

• The Framework Agreement puts those risks in the hands of suppliers (who are best placed to manage them)

• Suppliers sell heat

• Suppliers are responsible for the operation of the boiler, delivery of fuel etc

• The framework can be used to get the supplier to build a new biomass system or to take on an existing system

  • There are ten suppliers on the framework:

All ten suppliers must be invited to compete for all work under the framework

2) Supply of Woodfuel (Pellets only)

Scottish Procurement's framework for Wood Pellet supply is now available for use by public and third sector bodies across Scotland.  There are four suppliers to the framework:

  • Angus Biofuels
  • HWEnergy
  • Puffin Pellets
  • Balcas Timber

Users of the framework will achieve best value by running a 'mini-competition' between the suppliers, although a 'direct-buy' option is available for urgent fuel orders.

The Framework will commence on the 1 September 2013 for a period of three years with the option to extend for a further 12 months.

Benefits of using the frameworks

The benefits to those using the frameworks will come both in terms of:

  • Financial benefits, through reduced fuel costs (and risks) and potential revenue from the Renewable Heat Incentive.
  • Enviromental benefits, through increased business sustainability.
